Please note that this issue is not actually related to Admin Tools. It's a Joomla! access control issue. We can only offer limited support, to the extent of explaining which part of Joomla! is involved.

First let me remind you that this cannot happen if you are logged in as a Super User (not a plain Administrator). Please log in as a Super User and you will have access to Admin Tools. Then you can click on the Options button in the toolbar, click on the Permissions tab and control who can access the component. The Options button and the Permissions tab inside it are rendered by Joomla! itself and, as you can see, this is a common feature of all Joomla! components, both those included with Joomla! itself and components written by third party developers. This feature is an integral part of Joomla!'s ACL (access control) system.

If you are already logged in a Super User and you get this error message you have broken something regarding the Joomla! ACL (access control) on your site. Unfortunately, we cannot provide generic Joomla! support and we'll have to refer you to http://forum.joomla.org for any issues regarding Joomla! itself. What you are looking for is the Access Control List (ACL) in Joomla! 2.5 category.
