You can't really block the hacker, he isn't using his (or her) own IP address. If you block that one, they usually have others to use. You can throw up speed bumps to slow him down.
You can use the auto ban feature. After x unsuccessful login attempts in y minutes/hours/days, the offending IP address will be blocked for z hours/days. You can set up the x, y and z parameters under the Auto ban repeat offenders tab. You can also set up a permanent ban for repeat offenders. Note that someday that IP address may be used by a real customer, so permanent bans should be used carefully.
You can also set up Geo-IP blocking. This blocks whole countries or regions. Note that this type of block is pretty trivial to get around, all they have to do is log in through a proxy server in an allowed country. It is just another speed bump.
