Not exactly. All user registrations are created equal. Joomla! itself allows you to set new user registrations so that they have to be verified by either the user or an administrator. With the user verification, they have to click on a link in an email. Spammers usually never get the email, so they can't click on the link. Admin Tools will automate the clean up of these unverified registrations on a periodic basis.
There is really no such think a a "known bad email" because when the email hits any sort of "bad" list, the spammer just abandons it and steals or creates a new one.
