 For some reason, the Password Protection dialog shows in the Admin, but I'm still able to make changes. See graphic. Why is this showing? I have tried every password used on this site, but no response just refreshes page.

Hello John,

such extra password field is displayed if you set a master password.
You can see all the buttons, but if you try to click on them, you'll get an error message.

Interestingly, all buttons and actions are active. I've tried setting and removing the password but this dialog login doesn't go away.

I believe that Davide is correct. If you click on a button you'll either get an error or go back to main page. This password entry box (which is decidedly not a dialog as we can see in your screenshot) will only go away if you enter the Master Password you've set up. If you do not remember the master password or were not really paying attention when you set it up all you can do is uninstall and reinstall Admin Tools. However, you will lose all your settings if you do that.
