Description of my issue: Nicholas, Is it possible to import the standard Joomla settings into the Admin Tool. Now I have to set the standards for every single site again.

Yes, but it's a manual process. The permissions configuration is stored in your jos_admintools_customperms table, where jos_ is the database prefix of your site. You can dump this table with phpMyAdmin and restore this dump on your new sites.
