Description of my issue:

i use nginx on the front end as a proxy, and apache on backend. ssl is set up on nginx.

i'm able to go to an https page, however all the links to js & css files are non-secure as are the links.

i have turned on Convert all links to HTTPS when site is accessed over SSL

but it does not seem to work

Think about it. It's normal. You are proxying an insecure (HTTP) site over a secure (HTTPS) proxy. This is because you are using NginX as a proxy server and, as you said, SSL is only set up on the proxy (NginX) side. How would you expect Apache to know that? As far as Apache knows (therefore, as far as PHP, Joomla! and Admin Tools know) your site is being accessed over HTTP.

The only workaround is to set Force SSL to All in your site's Global Configuration. This will force Joomla! to use HTTPS links for all pages and notify Admin Tools that the site is being accessed over HTTPS.

i tried this already and get this when trying to access the site on https:

Error 310 (net::ERR_TOO_MANY_REDIRECTS): There were too many redirects.

This seems to be an issue of your Apache-NginX setup. Sorry, I can not help with this setup as I've never tried using it myself :(
