I have searched all your language file to no avail Can you let me know what the constant is so i can create an amendment

No, you do not need a language override. It's not a language string. I can also tell that you have not read the documentation :)

Go to Admin Tools, Web Application Firewall, Configure WAF, Auto-ban and change the Show this message to blocked IPs setting.

While you are at it, click on the Customisation tab and change the Custom message setting which is shown whenever a request is blocked.
