I first want to say is I'm not even sure this is related to Admin Tools but its around the same time I started experiencing this issue.

My AD users can log into site fine (of course I have no Super Users that are in AD).

No local users can log into our intranet Joomla site.

Any help or ideas you may have I would appreciate. Would be great to log into the backend again.

Hello,

this problem is not related to Admin Tools: for what I can see, it seems that the System plugin EdocManImport is trying to run some kind of HTTP request, but (for a reason or another) the HTTP_HOST header is not set, resulting in the above notice.
I think you should report it to the developers of such extension.
