You may want to add to the top of the page that the user should check that their IP address has not been changed by their ISP. If only one IP address is in the whitelist then when the ISP changes the user's IP address, they are no longer able to log into the administrator page. I have now set my whitelist IP address as:

xxx.xxx.xxx.

This will usually pickup the new IP address that is assigned to my Internet account.

I'd like to point out that the information you asked us to add already exists on the page you linked to. Namely, the warning in yellow background which reads:

Don't use the Administrator IP Whitelist if your ISP assigns an IP address dynamically. This is the default unless you are paying them extra for a "static IP".

Not being able to log in to your site's administrator when your current IP address is not in the Administrator IP Whitelist is hopefully self-understood. After all, this is exactly what this feature is documented it should do.
