When I click on the "Emergency Ofline" button it fails to install and gives me the message that I have PHP version 5 installed and version 7 is required.

When I cancel out and check the Joomla settings for the site I find the PHP setting changed to version 5 and apparently overwritten version 7 that was originally installed!

Emergency off-line, as documented, replaces your .htaccess file with one that prevents access to all IPs except the one you had when you enabled it. If you are using a custom PHP version with a .htaccess directive it makes sense that your host switches to its default version. Since the directive used to enable a custom PHP version IS NOT standardized in any way we cannot transfer it from your main .htaccess to the emergency one. You can, however, still go to your host's control panel and change the PHP version after enabling the Emergency Off-line Mode.

Do remember that the Emergency Off-line Mode is not meant as a feature you'll use routinely on your site. It's only meant as an emergency measure when you have reasonable grounds to suspect that unauthorized people are logged into your site as administrative staff. In this case you want to prevent their site access, then you can figure out what to do next. Part of "what to do next" can of course be setting up the PHP version.

Also note that the Emergency Off-line Mode will also kill all front-end SEF URLs (URLs like /foo/bar instead of index.php?option=com_foo&view=bar), custom redirections and a whole lot of other things set up in your .htaccess. This is NOT a bug. It's exactly what it's supposed to do. Emergency Off-line Mode basically dismantles your site for its duration. As I said and as it's very clear from its name, it's meant for emergencies only.
