I want to show an own Security Exceptions Message.
But I can't find a folder called BLOCKS in folder VIEW?
As described in your manual:
components/com_admintools/View/Blocks/tmpl

Hello,

please note that such folder exist in the frontend section of your site, ie ROOT/components/com_admintools/View/Blocks/tmpl
In that position you should find the file referred in the docs.
