Description of my issue:
I am updating a Joomla 2.5 to 3.x. When I try to restore the site on my development server I get a warning that the server is running 5.3. But the server is actually 5.6.

Is there a way to force the installer to reset the php?

Your server is most likely running PHP 5.3 and you are changing it to 5.6 with a command in your .htaccess file. You may need to create a custom .htaccess file with just the ADDHANDLER command to change the PHP version to complete your restore.
