Description of my issue:

When I run the CRON script for automatic backups, I keep getting a warning that my version of PHP is expired.

You are using PHP 5.4.13 which is officially End of Life. We recommend using PHP 7.0 or later for best results. Your version of PHP, 5.4.13, will stop being supported by this backup software in the future.

Reviewing both the Joomla System Information tab, as well as the Plesk Control Panel indicate that the version of PHP that I am using on the site is 7.0.23 and not 5.4.13.

Any suggestions would be appreciated.

Ah, but you're not using the website for the CRON backup, that's a command line backup. If you look at the command, the first port is calling a PHP executable. That's what is out of date, the default command line version of PHP. Just ask your host how to call a modern version, they frequently have multiple versions installed. The important part is that you want PHP-CLI, not PHP-CGI/FastCGI. Yon need the command line version.
