Akeeba warns me mbstring is missing. When I look at System Info I get '--enable-mbstring=shared'

What's wrong here?

It means exactly as it tells you: you must enable the mbstring module for PHP which is currently not enabled. If you are not sure how, please ask your host. Either they have to edit the php.ini or, most likely, they will tell you where to go in the hosting control panel to enable it yourself.

Please remember that PHP can be compiled with a plethora of modules but not all of them are magically loaded. The '--enable-mbstring=shared' compilation configuration flag means "build the mbstring module and link it to the system's shared mbstring library (instead of statically linking to a private copy of the library)". Just because it's built it doesn't mean it's loaded.
