Description of my issue:

I've updated to the latest version of Joomla! (3.9.0) & Akeeba (6.3.0) and noticed that the link that would appear under the Components menu in the Admin Panel is not there now. I can access Akeeba if I code the link to it in the back end, I can back up my site fine and everything else appears to be working as intended.

Is this just a bug that will be addressed at the next update?

Hello,

link menus are created by Joomla itself, not Akeeba Backup.
Do you have any cache enabled? Can you please try to purge it and reload your page again?
I suspect Joomla is caching our manifest file definition, causing the issue you just reported
