Description of my issue:

I recently upgraded all 7 of 8 sites, all running the latest Joomla, and Abeeka Professional, from PHP 5.6 to PHP 7.1. The 8th site produced an error when I updated the htaccess and php.ini for PHP 7.1:
Fatal error: Class 'FOF30\Container\Container' not found in /home/research/public_html/plugins/quickicon/akeebabackup/akeebabackup.php on line 189

I have seen existing ticket #27898 that explains how to resolve the PHP error and will do that. I have a related question left that I wanted to ask:

You cannot remove any of these.

file_fof30 is the one you need.

FOF 30 Site Library must not be removed. When we moved from a library package to a file package Joomla leaves this entry behind. If you try to remove it at best you get an error, at worse you uninstall the file_fof30 and break your site. Basically, because of bugs in the Joomla installer we had to follow a solution that was the least bad: leave an extension entry behind instead of having your updates fail all the time for reasons outside our contorl.

The FOF Library version 2.2.1 is old, dating back from before Joomla! 3.2. It is superseded by FOF Library 2.4.3 which is part of Joomla itself. However, if you try to remove version 2.2.1 it will remove core Joomla files and your site will break. Trying to remove 2.4.3 won't work because it's a protected extension (part of Joomla). I disagree with the way Joomla handled this but I am not the one deciding how Joomla should package third party software, even when that third party software is written by yours truly.
