I just went to update your backup on 2 of my website today.. And both didn't want to work. Very odd..
I even then tried to do an update on other componetns and they had the same issues.. Even my Joomla Update did the same thing.

I'm just asking would this be a Server issue or would it be a Joomla connection issue? or something else?

I know its an odd question but just asking as I don't know how the update components work when you hit the Start button.

Since you cannot update anything this is a server issue. Contact your hosting provider and ask them if they made any changes in their firewall settings recently (spoiler alert: they most definitely have). They need to fix that on their end. Whatever they did blocked PHP from accessing remote sites using cURL. This is a requirement for Joomla to retrieve the update information and the update ZIP files themselves.
