 Hi! Did not really know in which catagory the loginguard fits so I hope this is ok.

How can I prevent the page "Set up your Second Step" from being displayed to each user although no user did activate it in their account? Thanks.

You are in the correct category :) Go to Extensions, Plugins. Find the User - Akeeba LoginGuard protection plugin and edit it. Change "Redirect on login" to No.
