After setting up the STW and before clicking the button to start transferring your site, please go back to the Akeeba Backup Control Panel page, make sure the Site Transfer Wizard profile is selected and click on Configuration. Click the Configure button next to the Database Dump Engine and set the "Max packet size for extended INSERTs" to 16 Kb. Then go back to Site Transfer Wizard and run the site transfer again.
