I am transferring a Joomla site to a new server and I am getting this error:
Error displaying the error page: Application Instantiation Error: Could not connect to MySQL.

I got a warning because the password includes a special character! Can that be the problem?

Is it possible to change the database password to something else AFTER it is exported from the previous server? If so, how/where do I do that?

Britt,

You need to manually create the empty database on your target server. The restore script does not normally have sufficient rights to create a database, only to restore data into an existing one. I think that's what the problem is.

The restore script does a little magic to try to see if you are restoring to the same server or a new one. If it is the same server, it displays the backed up database credentials as defaults, they can be changed on that screen to match a new database. If it determines that you are on a new server, it blanks out the fields and lets you enter the new connection details.
