I am using the same credentials to restore as I have for months.

my username, database name, and password are all correct.

I am using localhost for the host name. I have also tried 127.0.0.1

My credentials are all in configuration.php

the installation folder is set at 755

It usually goes straight through.

Please check the credentials again. The most common cause of the "can't connect" error is a typo in the credentials. You're frustrated and it is easy to see what should be there instead of what is (yes, that's the voice of experience).

The restore process can't create a database, only add tables and data to an existing database. If you deleted your database instead of dropping the tables in preparation for your restore, that could be the cause.

After that we get into the wild and crazy. Did you update your PHP version or MySQL installation? You didn't say if this is a local restore or on a commercial host. An environment problem would be more likely on a local install, but we do see them sometimes on commercial hosts too.
