This simply means that your server can not connect to JoomlaCode.org (Joomla!'s official repository) to download the update information. Please read the "What do I need to setup on my server to allow Admin Tools to download the update information and upgrade packages?" section of our Joomla! update documentation page for further information regarding what you have to do.

Ah, I think I know what happened. If I'm not terribly mistaken, JoomlaCode.org goes down for 1 minute every 4th minute of each hour (0:04, 1:04, etc). If you happen to try to fetch the update during that time, the JoomlaCode.org server doesn't respond and Admin Tools thinks that your server blocks the connection to JoomlaCode.org. However, after 6 or more hours, the update cache of Admin Tools is busted and it retries to connect. This time it succeeds and you can do the upgrade.
