Description of my issue:
After successfully installing version 2.2.5 on my Joomla 2.5.4 system I got the Download ID from this site and followed the instructions. I inserted the Download ID in the AkeebaBackup.com Download ID field and it gives me an error message (Could not save data. Error: The database row is empty.) when I try to save it. See attached screenshot. I have this successfully running on another website of mine and no problems. What should I do in this case?

Admin Tools, like all of our components, is using Joomla!'s com_config to display and handle its component parameters. That's why parameters are shown in a popup window: we are loading a core Joomla! component (not developed by us) in that popup. The error message you get comes from Joomla!'s core com_config component. Since I am not the author of that code I can not really help you. At best I can propose a workaround and a typical course of action for getting help with Joomla! issues.

First, I'd suggest trying to reinstall Admin Tools without uninstalling it first. If that doesn't work, please start a thread in the official Joomla! Forum stating the error message you get. Most likely there's someone who knows what that error message means.

Installed the new update Admin Tools 2.2.6 over the existing 2.2.5 and the problem went away. Case closed.

Yes, that also works. Reinstalling or updating a component causes Joomla! to create any missing #__extensions table records. I'm glad that's solved now!
