I have the apache geoip mod installed for other reasons. It uses maxmind. Do I need to install your new plugin then? It would be great not to duplicate functions. It's great, by the way that you have separated this function. We only use it on two of our sites so it allows us to simplify our install on the others

The Apache module is not visible to PHP, so it's out of the question. Moreover it uses the obsolete GeoLite version 1 database which is no longer maintained by MaxMind. FYI older versions of Admin Tools and ARS did use MaxMind's library for GeoLite version 1, you had just never noticed. The library for GeoLite version 2 (GeoLite2 as they call it) was 20 times larger making it impossible to ship in the same package as either of our component. It would make our package too big to install trouble-free on most shared hosts. This is why we split it to a standalone plugin.

So, yes, you have to install the plugin. If you don't you won't have any GeoIP features.
