I keep seeing that at the top of the WAF Page:

You have to publish the "System - Admin Tools" plug-in before any of these settings have any effect

Click here to go to the Plugins Manager


I checked and it is published.

Please try installing Admin Tools again, on top of your existing installation, without uninstalling it. Then please remember to clear Joomla's cache, both site and administrator as there is a bug in Joomla up to and including 3.3.3 regarding cache and plugins (published plugins are reported unpublished due to this bug which I fixed ten days ago during the Joomla Bug Sprint event).
