 I just updated to version 3.1.1 and Admin Tools is no longer in the components menu. How do you get it back under the components menu?

Install it again, twice, back to back without doing anything in between. Do not uninstall, you will lose all your settings if you do. Sometimes the Joomla! installer forgets to copy files during an update. The "install twice" trick usually works.

Thank you Dale. That restored the Admin Tools selection under the components menu but all of the blacklisted site IPs under the WAF seem to be gone. Is there a method to recover these?

That is not supposed to happen with an upgrade. That would happen if you uninstalled the component. There is no way to recover the blocked IP addresses except by restoring from backup.
