I can password protect my administration area and .htaccess files are created. However, the username/password that I use does not work. I can find and rename the .htaccess files and login and repeat the process but username/passwords that I use don't work. I have cleared the browser cache.

Not all servers will support password protecting a folder. Does your host's control panel allow you to do that?
Please make sure you are using only a-z, A-Z and 0-9 in your user ID and password.
