last night I looked at my website using an Ipad and got a "your IP is barred" nessage.

This was the first time I received this, so I checked my other two sites, and they all barred me.

I checked the email logs, and it appears that I had looked at the site multiple times in quick succession when in fact all I did was attempt to view the index page as any other user would do.

The email log states

IP Address: 90.200.XX.XX (IP Lookup: IP Lookup)
Reason: Admin IP Whitelist

and another log raised seconds later states ...
IP Address: 90.200.XXX.XX (IP Lookup: IP Lookup)
Reason: DFIShield

I can add my IP to the whitelist which will stop it, but my question is ...
How did Admin tools believe I am a security exception with me simply viewing a page on my site, and if this has happened for me, would it happen to any other person viewing ?

What is the best way forward for this ?

That's because your browser did try to access the administrator URL without the secret URL parameter in rapid succession. It's the annoying and dangerous pre-loading feature on Safari on iOS. As you're typing the URL it auto-fills it and preloads it. The only way to work around that is to create a bookmark with the correct URL, including the secret URL parameter. This way Safari prefills and preloads the correct URL, therefore not blocking you. To the best of my knowledge Chrome and Opera do the same thing (even on desktop).

I believe you can guess how I found this out myself.

Ah, ok - thanks. I was using Chrome on IOS rather than Safari, but it does explain things

Yup. They both do preloading.

I haven't tried Firefox on iOS (yet). If they follow the steps of the desktop browser I assume they don't do that preloading. Maybe it's worth a shot.
