Is there a way to block visitors from one certain country through Akeeba Admin Tools?

No. We removed GeoIP features in January 2020 because the license of the MaxMind country database changed in a way which no longer allowed redistribution. It also imposed some very strict requirements on you, like updating it at most every two weeks. At the same time they made automatic updates to the database impossible (you would have to manually copy files around) which made maintaining GeoIP features completely unrealistic.
