We are currently starting to looking at Joomla 4 on our test system.

We have upgraded to Joomla 3.9

When we run the Joomla 4.0 check we get a warning about potential upgrade issue (see screen shot attached). 

We have the latest version of Admin tools.

Any ideas on if we have to or how we resolve this prior to moving to Joomla 4.0

TL;DR: Bug in Joomla. I have reported it THREE TIMES: a year ago, two months before the 4.0 release, one month before the 4.0 release. Still not fixed, still misleading, still Joomla essentially defaming third party developers because of its own bugs.
