As you can see in your error message the error comes from Joomla itself. Look at the part in bold type:
Deprecated: json_decode(): Passing null to parameter #1 ($json) of type string is deprecated in C:\wamp64\www\xxx\libraries\src\Installer\InstallerScript.php on line 304
The libraries/src folder is part of Joomla itself. I will report this problem to Joomla but it's ultimately up to its maintainers to accept my fix or not.
