Am sorry but am totally lost and my host is just not being helpful.

i cannot update any joomla site while the add handler is set to php 7.1.18 .

<IfModule mime_module>
AddType application/x-httpd-ea-php71 .php .php7 .phtml
</IfModule>

in order to update joomla the correct way i have to change the add handler to
<IfModule mime_module>
AddType application/x-httpd-ea-php70 .php .php7 .phtml
</IfModule>

and then rever back after the update is done.

any idea why is this happening please? have i set something wrong in admin tools?

No. Admin Tools is developed on PHP 7.1 and tested on PHP versions 5.6, 7.0, 7.1 and 7.2. Moreover, it does not run during the Joomla! Update. The Joomla! update is extracted and its installation finalized outside of Joomla, without any plugins (such as Admin Tools) running.

The problem seems to be coming from Joomla! itself. The real cause is probably a configuration difference between the two PHP versions.
