when i go in the backend on the Joomla Menu "Extensions" link i get this fatal error:

Fatal error: Cannot redeclare class JDispatcher in /root/main/libraries/joomla/event/dispatcher.php on line 279

so my question is how can i fix this when i can not install anything more?
i saw your bugfix version 3.9.1, is it possible that you advise me what files i have to repair that i can use may joomla installer again.

You can disable the System - System Restore Point plugin to restore access to your Extension Manager. Then you can manually install the 3.9.1 update.
