Description of my issue:
Cannot download install package to update to version 5.2.3

Failed - insufficient permissions

same with Admin Tools

I can download and update all other software programs associated with joomla and it is this update that is causing the problem.

The screenshot is very inconclusive. I believe it shows Windows File Explorer displaying a local file, saying you have insufficient permissions.

I will have to assume that you are running a Microsoft IIS web server and what you are showing me is the tmp folder of the site. In this case the "Insufficient permissions" is normal since the files downloaded by the site (therefore downloaded through IIS) are owned by the special user IIS has created for this Site (I am capitalizing Site to indicate that I'm talking about a Site entity as defined in the Internet Information Services management console). However, this does NOT relate in any way to the update process that takes place inside Joomla.

You need to make sure that your Download ID is applied correctly. Please follow all the instructions in the Download ID instructions page. Please really do follow ALL the instructions, even if you think they are not necessary. You MUST re-enter the Download ID and you MUST reset the update cache per the instructions. Afterwards you will be able to go to Extensions, Manage, Update, click on Find Updates, select Akeeba Backup and then click on Update.

If doing the above results in an error please take a screenshot of the exact error message. The less I have to guess the better and faster I can help you :)
