Description of my issue:
Having created a backup on upgrading to Joomla 3.7.4 I then created a new media folder. However, when I found I was having problems uploading files into that folder I decided to restore using the pre-upgrade backup.
the restore appeared to be successful, but I noticed that the folder I had created after making the backup was still there.
Is this normal? Is there any significance in that the folder was empty?

Yes, that is normal. When you restore your backup, the files in the backup archive overwrite the files on your site. If a file does not exist in the archive, it would not be overwritten. The same would go for folders. If you want to start with a bare site before you restore, you need to delete the files manually, the restore process will not do that.
