Description of my issue:

I am getting this warning message when using Akeeba, but my entire site (front end and backend are running on PHP 7.3.

"Severely outdated PHP version 7.1"
"You are using PHP 7.1.33 which is officially End of Life. We recommend using PHP 7.3 or later for best results. Your version of PHP, 7.1.33, will stop being supported by this backup software in the future."

Please kindly advise why the warning is manifesting.

I changed PHP to 7.3.15 on Admin folder and the error goes away. If I set it back to provide default (as attached screenshot) the warning reappears.

Hello,

the warning is pretty clear: you were using an outdated version of PHP (version 7.1), which reached its end of life and it's no longer maintained by the PHP organization. You are strongly suggested to upgrade it, as you did.
