Description of my issue:

Absolutely no experience with mySQL databases...having said that, would excluding certain databases (terawurfl and other tables left over from components no longer used or even installed) before a backup mean that when restored those database tables are no longer part site/database tables? I have no phpadmin access right now.
Is this the wrong way to delete db tables or just a round-about way of doing it?

An excluded database table doesn't make it into the backup. If you restore it on a blank database then these tables won't be restored as they're not in the backup to begin with. If, however, you restore on top of an existing database where these tables already exist they won't be removed. The restoration will only create or overwrite tables and files existing in the backup archive. It will never touch database tables and files which are not present in the archive but already exist in the account you are restoring to.
