After restoration “Global Configuration” is corrupted, I can`t access to any option: system, server, permissions, text filters. The only place I can access is Site.

If the global configuration (actually: the configuration.php) file was corrupt you wouldn't be able to see any part of the site and would instead receive a blank page or a 500 Internal Server Error. I have to guess that what you mean is that you cannot click on the tabs in the Global Configuration. This is a Javascript error caused by a third party plugin which doesn't work on the new server. I would recommend trying to disable system plugins, other than those supplied with Joomla! itself, one by one to see which one is causing the issue.
