Please install both components a second time, without uninstalling them. There's a known issue in Joomla!; it sometimes doesn't copy all files.

okay that got it working thanks.

I also though did this

http://forum.joomla.org/viewtopic.php?f=710&t=805711

which seems to be needed on some installations on upgrade to 2.5.13 - for some reason the assets table seems to go wrong. Perhaps that was part of what was blocking Akeeba back up since with the admin tools upgrade I also did the upgrade to Joomla?

thanks

I am the person who was first affected by this issue (on this site of all placed) and reported it along its workaround. It is old news to me :) And yes, that can also cause the 403 among other mishaps.
