Everybody will be able to see its contents. Do not include usernames, passwords or any other sensitive information.

I am doing some testing with Joomla's CLI. When a I run php cli/joomla.php core:check-updates I get a warning that says "FOF 3.0 is not installed".
I do have 3 or 4 other extensions on the site but nothing too complicated. I wasn't sure if this was a necessary warning or something that needs updating in the CLI code.
No. FOF and FEF (all versions) are NOT required by our Joomla! 4 and 5 software, and they are NOT supported for use with Joomla! 4.
Your problem seems to be some files Joomla! had erroneously installed in plugins/console (not in a subdirectory). If you delete them, the problem should go away.
