#39177 403 error when executing kickstart

I uploaded the kickstart.php file to my root directory where I also have my backup .jpa.

I have changed the name of the file to starter.php.

When I try to access the file in the browser (domain.com/starter.php)  I get a 403 Forbidden error. The permissions is set to 644.

I never had this issue before. What am I doing wrong?

Try deleting the .htaccess file in the root directory. If that doesn't help, try giving starter.php 0644 permissions (read/write for owner, read only for group and others). If this still doesn't help, you may have to ask your host — some hosts may prevent access to certain filenames in the site's root.
